New regulation for diploma equivalencies – Breaking News

Ministry of National Education (MEB), graduation certificates and diplomas obtained through distance education should not be accredited; It has been decided that the certificates obtained from the educational institutions whose membership, affiliation and affiliation with terrorist organizations are in doubt will not be evaluated in the equivalence processes, and that the level determination exams to be applied to the certificate holder by considering the age and class level will now be applied in the e-Exam centers.

The Equivalence Regulation of the Ministry of National Education entered into force after being published in the Official Gazette.

With the regulation, the procedures and principles to be followed in the equivalence processes of education certificates and diplomas obtained from international primary and secondary education institutions and schools opened by embassies in the country and from primary and secondary education institutions abroad were determined.

Accordingly, citizens of the Republic of Turkey will apply to the Equivalency Centers with an identity card of the Republic of Turkey or an identity card of the Republic of Turkey, and citizens of foreign countries with an application identity document.

It is necessary to apply to education consultancy or attaché offices abroad with a passport or identity document.

The equivalence process will be done through the e-Equivalence module in the equivalence centers with the originals of the documents of the person requesting equivalence. Announcements and results made to applicants via electronic media will have the effect of notification.


If the parent does not present the education document, a placement test will be held.

In order not to stay away from education, the student who arrives without a certificate of education during the academic year will be allowed to attend school temporarily in line with the written statement of the parent about which country, school and class he/she is studying in. However, if the parent cannot present the student’s education documents within 3 months, a placement test will be given to the student.

A placement test will be held for those who cannot submit their documents due to war, disaster or asylum. Equivalency to the grade level determined as a result of the exam will be made and the student will continue to study.

Students coming from schools opened abroad by the Republic of Turkey, schools operating abroad according to the Turkish Maarif Foundation Law, and public and private schools affiliated to the Ministry of National Education of the Turkish Republic of Northern Cyprus will not be subject to the equivalence process.


Hesitant and invalid documents

In the regulation of the Ministry, under the title of “doubtful and invalid documents”, a regulation was also made regarding the documents received from institutions that have suspected affiliation, liaison or affiliation with terrorist organizations.

Accordingly, documents obtained from educational institutions abroad that are in doubt about their affiliation, affiliation or affiliation with terrorist organizations will not be evaluated in the equivalence proceedings; however, a placement test will be applied to the certificate holder in line with the opinion of the Board of Education, taking into account the age and class level.


Documents that will not be equivalent

According to the regulation, the certificates received from private schools and institutions outside the scope of Law No. 5580 will not be accredited.

In addition, the decision not to make the equivalence process for graduation certificates and diplomas obtained through distance education was also included in the regulation.


Placement test provisions have also been revised.

In accordance with the Settlement Law No. 5543 dated September 19, 2006, a placement test will be held for those who cannot present their documents due to war, disaster or asylum. However, for the students who will be admitted to the 1st-4th grades of primary school, a placement test will not be held, and the grade level will be determined by taking into account the age of these students and the statement of their parents.

With the new regulation, the Ministry decided that level determination exams will be held in e-Exam centers by the General Directorate of Measurement, Evaluation and Exam Services.

The placement test for students who want to continue in the 5th-8th grades of secondary school will be composed of the Ministry of National Education open education secondary school exam questions, and the level determination exam for the students who want to continue to secondary education institutions will be composed of the Ministry of National Education open education high school exam questions.

The Ministry will issue an equivalence guide based on the regulation.

With the new regulation of the Ministry of National Education, the Equivalence Regulation of the Ministry of National Education published in the Official Gazette dated 30 May 2019 and numbered 30789 was repealed.
