The Regulation on Amendments to the Secondary Education Institutions Regulation of the Ministry of National Education was published in today’s issue of the Official Gazette.
In addition to the provisions regarding grade repetition in high schools, absenteeism and transition to open education, the new regulation also included new articles.
In the regulation, which includes the regulation on how students’ exams will be held, the previous regulation that allowed one exam of a course to be held by test method was ended.
In this context, it will be conducted in the form of a written examination consisting of items whose answers are created by the student and measure achievements at different cognitive levels. From now on, exams at all levels in high schools will be held with classical measurement methods.
An arrangement was made for Turkish language and literature course exams to be conducted in written and practical form, measuring listening, speaking, reading and writing skills. In this context, from now on, Turkish language and literature course exams will be held according to the exam procedure that measures 4 language skills in foreign languages.
Social responsibility program with e-portfolio application
To ensure that students participate in studies within the scope of the social responsibility program until they graduate, in line with their interests and abilities, in distance or face-to-face education modules created within the scope of lifelong learning, and in project studies in national or international areas, and to record the work done with the e-portfolio system based on certificates or documents. In addition, the job descriptions of school administrators and teachers were updated.
During their high school education, students will study social responsibility programs for 40 hours in secondary education institutions and 20 hours in vocational and technical secondary education programs.
The change was made because the Academic Support Program courses, which support the common courses in the Anatolian Technical Program and prepare them for higher education, are intended to be taught by showing them among the elective courses in the weekly course schedule of the field/branch curriculum.
Within the scope of the new regulation carried out by the Ministry regarding project schools, schools that accept students with central exam scores and project schools have been redefined.
Work and procedures for determining the schools that will accept students through central examination will be carried out by the “Ministry Commission to determine the schools that will accept students through central examination”.
Students who will register to vocational training centers after graduating from secondary school or imam-hatip secondary school are required to be over 14 years old.
In addition, in order to enroll in secondary education institutions, it is required to have completed secondary school or imam-hatip secondary school and not be over 18 years old on the date the academic year will start, and those who will enroll in the vocational training center program must be over 14 years old.
Students who do not meet the age requirement will not be enrolled in formal secondary education institutions. There will be no age requirement for those who have not taken a break from their education. However, except for those who can graduate from school by taking the responsibility exams at the end of the academic year in which they turn 22, those who cannot graduate will be dismissed and directed to open secondary education institutions or vocational training centers.
However, in matters regarding registration and termination of affiliation with independent vocational education centers that are not within the scope of vocational and technical secondary education institutions, other age-related provisions of this paragraph will not apply, except for the requirement that those who will enroll in the vocational education center program must be over 14 years of age.

Number of branches
The number of branches to be opened each year for 9th graders cannot exceed a maximum of 5 in sports high schools and 2 branches for each field in fine arts high schools. Separate quotas will be created for male and female students, taking into account team sports and sports branches.

Regulations have been made regarding which grade level and under what conditions students who want to transfer within the vocational education center program and students who want to transfer and transfer from other school and program types to the vocational education center program can be transferred and transferred without loss of rights.
Students studying in other secondary education institutions will be able to transfer to schools that accept students with an aptitude test, with an aptitude test to be held in the 11th grade.
An arrangement has been made to allow a third exam to be held in courses with 6 or more weekly lesson hours, if a decision is made by the provincial class/field groups.
Excluding practical exams, joint examinations of courses taught in more than one branch are held in order to enable teachers to make joint evaluations, question and answer keys are prepared by group teachers according to the subject question distribution table created together with the provincial class/field groups and measurement and evaluation center directorate, and course and class An arrangement was made to evaluate the subjects and achievements that were found to be deficient at the level and to record the practices aimed at eliminating the deficiencies in the explanations section of the course book.
Since there is no vocational course in the 12th grade of the Anatolian Technical Program, this field/branch course will be selected from the 11th grade and will be associated with a course so that the score received from the internship completion exam will affect the end-of-year success score.
In group meetings; In order to teach the lessons more efficiently, the effective use of teaching materials and educational environments and the use of out-of-school learning environments will be used, the planning of studies to eliminate the subject and achievement deficiencies identified in the students in line with the analyzes made after the exam periods, and the principles for implementation will be determined.
In order to make the provincial field groups more effective and efficient, an arrangement was made for the deputy director or branch manager in the relevant field working in the provincial directorate of national education to attend the meeting.
Due to the changes made in the vocational and technical education framework curriculum, students were able to complete their internships starting at the end of the 9th grade and ending at the end of the 11th grade.
Postpartum watch duty for teachers
Teachers will not be given on-call duty unless they wish to do so until the end of the 2-year period following the end of the post-natal maternity leave period. With this improvement, the right not to be on duty for 1 year after birth in the previous regulation was increased to 2 years.
In order for master instructors to provide skill training to students more efficiently and to ensure the applicability of occupational health and safety measures during business skill training, the number of students in the student group that can be formed for a master instructor has been rearranged from 40 to 16.
Protection of personal data
In order to protect fundamental rights and freedoms, especially the privacy of private life, the school administration has enabled the work and transactions related to the processing of personal data of students to be carried out within the scope of the Personal Data Protection Law No. 6698 dated March 24, 2016.
In this context, personal data of students cannot be processed without the explicit consent of the parent, guardian or relevant person, except for the cases stipulated in Law No. 6698 that enable the processing of personal data without the explicit consent of the person.
With the new regulation, rewards and punishments in the evaluations made for field/department, workshop and laboratory chiefs of vocational and technical education institutions are limited to the periods spent in teaching.
